What is in a Property Report
The records are free and always will be. Nothing that is free today moves behind a payment. A report is a document we assemble; the records inside it belong to everyone and can be obtained from the publishing government for nothing.
Purchases are made inside the apps. Apple and Google handle payment, billing, taxes and refunds under their own terms, and show the price in your own currency.
Where there is no public well record within 2 km of the point you picked, the app says so and does not sell you a report.
